Thomas Horan's research interests include rural transportation safety, geographic information systems, and e-government and e-health systems. His previous safety-related work includes the development and testing of CrashHelp, a smartphone-based system that enables emergency responders to collect multimedia data about crash victims on-scene and send it directly into emergency rooms. He also led the development of SafeRoadMaps, an online crash-mapping tool that allows users to view information from the national to the local level.

Horan has a Ph.D. in organizational psychology and technology and an M.P.P. with a concentration in information technology and public policy from Claremont Graduate University. He also holds a bachelor's degree in psychology from the University of Vermont.
